§2308.057. Vehicle Towing And Booting — Rules
(a) The commission shall adopt rules for permitting tow trucks and licensing towing operators, towing companies, booting companies, and boot operators. The commission may adopt different rules applicable to each type of permit or license.
(a-1) The commission shall adopt rules for denial of applications and permits if the applicant, a partner, principal, officer, or general manager of the applicant, or other license or permit holder has:(1) a criminal conviction, or has pleaded guilty or nolo contendere to an offense, before the date of the application, for:
(A) a felony; or
(B) a misdemeanor punishable by confinement in jail or by a fine in an amount that exceeds $500;http://www.statutes.legis.state.tx.us/Docs/OC/htm/OC.2308.htm#2308.057
