This report provides an overview of the procedures currently used to collect evidence for criminal prosecution. The authors explain problems with the current procedures and propose procedures that would improve the reliability of the evidence. Case histories of 39 Texans who have been exonerated describe their conviction based on weak or faulty evidence and the techniques employed to exonerate them.
