This guidebook is designed for practitioners who are unfamiliar with banking law of a regulatory system that involves institutions with at least eight different federal or state charters (not counting credit unions) and three kinds of holding companies, regulated by one of the four federal agencies and, for state-chartered institutions, by one of 50 state banking agencies as well. It also covers some of the principal historic, political and economic developments that have shaped the current system as it has evolved since the creation of the contemporary federal banking agency, the Office of the Comptroller of the Currency, in 1863.
