Homeland security and emergency management: a legal guide for state and local governments
413 pages. Updated by new edition.
This title seeks to give state and local government attorneys a basic understanding of this broad area of law. The editors stress the importance that it is a vital job to maintain the constitutional rights of individuals and the rule of law while decisively responding effectively to crisis situations whether they are events of nature or manmade calamities. The second edition expands the coverage to topics such as “fusion centers” designed to facilitate the sharing of information by various levels of government, provisions for the continuity of legal services, operational judicial and electoral systems.
