This two-part publication traces the history of what we now call the Texas Youth Commission. In doing so it also provides a rich history of the swings and twists in the philosophy of how the State should deal with delinquent youths. The recent scandals of Youth Commission are not new. In fact, the programs and facilities for incarcerated youth have progressed from neglect to scandal to reform since their inception in 1887. These publications provide a brief but comprehensive overview for anyone interested in juvenile law.
